1.0 OBJECTIVE <br /> The objective of this Gas monitoring and Control Program Plan is to verify compliance with <br /> California Code of Regulations Title 27, §20919 for Gas control at the Foothill Sanitary <br /> Landfill (FSL). <br /> 2.0 BACKGROUND <br /> FSL is a single Class III Waste Management Unit located in eastern San Joaquin County at 6484 <br /> N. Waverly Road, four miles east of Linden, CA. The property size of FSL is approximately 800 <br /> acres. The permitted refuse fill area of FSL is approximately 674 acres with a 200 ft offset from <br /> the property boundary. Land uses within 1,000 feet of the facility are agricultural. <br /> Waste discharged to the landfill includes commercial and household waste, construction/ <br /> demolition waste and agricultural waste. Future modules will be constructed when needed. <br /> Currently there is one filled unlined module (Module "I") and one lined Module (Module 1) <br /> currently being filled (Figure 1). <br /> The designed refuse elevation of FSL is 180 feet above mean sea level (MSL). Site terrain <br /> elevation varies at FSL. The northern side of the site is hilly and higher in elevation while the <br /> eastern and southern side of the site is lower in elevation. <br /> 3.0 MONITORING PERIMETER NETWORK <br /> The proposed monitoring perimeter well network within the property boundary of FSL is <br /> established in accordance with Title 27 Section 20925. <br /> I. SOIL GAS WELL <br /> The monitoring well perimeter network of FSL consists of 25 soil gas wells. Well SG-12 <br /> installed in 2004 and 24 other wells installed in 2009 (Figure 1). These wells are FSL's point <br /> of compliance for off-site migration of methane. All perimeter soil gas monitoring wells are <br /> triple nested probes (Figures 2, 3 and Appendix B). <br /> A. Well Location <br /> All soil gas wells are located outside the limit of refuse (Figure 1). <br /> B. Well Spacing <br /> The lateral spacing of monitoring perimeter soil gas wells is less than 1000 feet <br /> (Figure 1).
