III. ON-SITE STRUCTURE MONITORING <br /> On-site occupiable structures will be monitored for methane gas concentration. MONITORING PROCEDURES <br /> Concentration of methane gas generated by the decomposition of refuse within the <br /> property boundary of FSL will be monitored with the following requirements: <br /> 1. Concentration of methane9 as does not exceed the lower explosive limit for <br /> methane (5%) at the monitoring perimeter soil gas wells. <br /> 2. Concentration of methane gas does not exceed 25 percent of the lower explosive <br /> limit for methane (1.25%) in on-site structures. <br /> A. Monitoring Methods <br /> Combustible gas concentration will be measured with instruments utilizing infrared <br /> absorption, catalytic combustion, thermal conductivity, or equivalent. If catalytic <br /> combustion is used, oxygen will also be measured to verify sufficient oxygen to <br /> enable the catalytic combustion feature to function. <br /> Combustible gas concentration (percent by volume) will be recorded using sample <br /> forms as found in Appendix A. <br /> B.
