C
1 INTRODUCTION
Foothill Sanitary Landfill (FSL) is a Class III waste management unit owned and
managed by the San Joaquin County Public Works Department, Solid Waste Division,
and operated by Foothill Sanitary Landfill, Inc. The site is located in northeastern
San Joaquin County (see Figure 1). The landfill covers approximately 800 acres.
Waste disposal activities have occurred within LF -1, which was constructed prior to
Federal Subtitle D and State Title 27 requirements for containment. LF -2 will be
comprised of 29 modules, each constructed on an as -needed basis. The first phase of
construction in Module 1 of LF -2 is proposed to take place during the fall of 2002.
This report presents the results of static and seismic slope stability analyses performed for
Module 1 of LF -2. The static slope stability analysis performed addresses both interim
slope stability as well as global slope stability of Module 1. Because of the low shear
strength interfaces within the landfill liner system, the slope stability analyses presented
herein focused mainly on failure surfaces that pass through the landfill liner system. The
minimum internal/interface shear strengths required within the base and sideslope liner
Systems were determined based on the results of the static and seismic slope stability
analyses.
\\SACRFPI\COMMON\sacDP\2002\PR.1\P)8\83\835608.2bz.doc EMCONIOW% Inc.
Rev. 0, 07/31/02
1-1
