If the customer does not return to the site to'remove the prohibited waste,
then the customer is contacted again and informed that the County will have .
a licensed hazardous waste hauler remove and dispose the materials from
the site to a licensed facility with all disposal costs billed to the customer.
If the prohibited waste is a spill, or is not containerized such that it may be
transported, the area will be cordoned with traffic cones and unloading
operations diverted away from that area. The site foreman will contact the
customer and inform them about the situation. Since the prohibited waste
may not be transported except by a licensed hazardous waste hauler, the
customer will be informed and billed for disposal costs. The incident is
recorded in the load checker's log and the site incident log.
If the customer denies responsibility for the prohibited waste, then
procedures in step III (below) will be followed. Also, the site foreman will
report the incident to the Solid Waste Division for investigation and follow
up.
In this situation, the prohibited waste is removed from the site and disposed
at a hazardous waste facility by a licensed hazardous waste hauler. If the
prohibited waste is containerized, it is removed to an on-site hazardous
waste storage locker. If it is not containerized, the area is marked to
adequately offset operations until the material is removed, and procedures
listed.
IV. HANDLING IDENTIFIED HAZARDOUS WASTE
If prohibited wastes are safely containerized for on-site moving, then the site
foreman will direct workers to move these materials to a safe location on site
Foothill Sanitary Landfill San Joaquin County
HWEP July 2010 7 Public Works Department
Solid Waste Division
