C <br />6 <br />1_2 SWPPP PURPOSE <br />The NPDES industrial activity permitting objectives are to eliminate non -storm <br />water discharges (illicit connections) to storm sewer systems and to reduce to <br />the maximum extent practicable (MEP) the discharge of pollutants from storm <br />water discharge. <br />The purpose of the SWPPP is to implement the objectives of the NPDES program <br />in a Plan utilizing application of Best Available Technology (BAT) and Best <br />Management Practices (BMP) to control pollutants in storm water from the <br />permitted sites. <br />The purpose of the Monitoring Plan is to monitor the quality of storm water <br />discharges and measure the effectiveness and evaluations of the sites BMP's in <br />removing pollutants in storm water discharge. <br />1_3 SITE INFORMATION <br />Foothill Sanitary Landfill is a 800 -acre waste disposal site located on the <br />east side of Waverly Road approximately one mile south of Shelton Road in <br />sections 12 and 13, T2N, R9E, MDB&M (see Figure A). Foothill Landfill is owned <br />by San Joaquin County and operated by Foothill Sanitary Landfill Incorporated. <br />The engineering for the facility is performed by San Joaquin County Department <br />of Public Works, Solid Waste Division. <br />Foothill Sanitary Landfill is a Class III landfill accepting municipal solid <br />waste including residential, commercial, industrial, construction, demolition, <br />and agricultural wastes. The majority of the waste collected comes from the <br />Lovelace Transfer station, owned and operated by San Joaquin County. These <br />wastes are classified as nonhazardous solid waste or inert waste by the Title <br />23, California Code of Regulations (CCR), Chapter 15. The landfill is <br />2 <br />
