1 INTRODUCTION <br />1.1 Background <br />The Foothill Sanitary Landfill (hereinafter referred to as <br />Landfill) is owned by San Joaquin County and operated by Foothill <br />Sanitary Landfill, Inc., under agreement with the County. The site <br />is located on Waverly Road in eastern San Joaquin County (Plate 1) . <br />The Landfill currently operates under Waste Discharge Requirement <br />Number 91-020 from the Regional Water Quality Control Board (RWQCB) <br />and Solid Waste Facilities Permit Number 39 -AA -004, issued by the <br />California Integrated Waste Manacement Board (CIWMB) <br />Foothill Sanitary Landfill, Inc. has been operating the Landfill <br />under a lease Agreement dated Seote_riber 1, 1965 between Mr. Howard <br />Lewis, etal, and Nomellini Consz_sction Company. This operations <br />Plan was prepared by Kleinfelder for the San Joaquin County <br />Department of Public Works (CDPW) to supplement a new Agreement for <br />operations between San Joaquin County and Foothill Sanitary <br />Landfill, Inc., hereinafter referred to as Operator. The objective <br />of the plan is to provide performance standards for operations. <br />The CDPW may modify this Oper-tions Plan in the future as an <br />amendment to the Agreement.. <br />1.,2 Applicability of this operations Plan <br />The County will keep in place an Agreement between the County and <br />the Operator, that defines the roles of involved parties in <br />operation of the Landfill. This -Operations Plan is subject to that <br />agreement and refers to the CDPW as the entity authorized to <br />oversee implementation of the cperations plan for the County. <br />This Operations Plan contains specific -requirements for landfill <br />1 <br />
