Rev.0,4/22/11 <br /> Project 110219 <br /> L 3 ENVIRONMENTAL SETTING <br /> 1 3.1 Location and Topography <br /> FSL is located at 6484 North Waverly Road and is 17 miles east of Stockton, California (Figure <br /> 2-1). The site contains 800 acres, comprised of Assessor's Parcel Numbers 093-440-02 in <br /> Sections 12 and 13, T2N, R9E, MDB&M. The entrance to the site is from Waverly Road on the <br /> west side of the landfill property. <br /> Foothill Sanitary Landfill is surrounded by areas classified as native vegetation. These areas are <br /> typically used for cattle grazing (JTD Figure 3 in Appendix Q. Zoning for the lands <br /> surrounding the landfill is AG-160 (agricultural). This zoning designation allows for major <br /> impact services, which includes landfills and their ancillary facilities. A few residences have <br /> been constructed within two miles of the landfill property(JTD Figure 4 in Appendix Q. <br /> The predevelopment contours of the site show the slope of the site to be northwest to southeast <br /> (JTD Figure 7 in Appendix C). The present topography varies from approximately 220 to 360 <br /> mean sea level (MSL) (Figure 2-1). <br /> The LFGTE Facility is proposed to be located in the southeast portion of FSL, south of the <br /> existing LFG flare (Figure 2-1). The planned location of the LFGTE is on native ground at an <br /> elevation of approximately 230 ft MSL. The maximum height of the proposed facility is 32-ft, <br /> which is less that the existing flare which has a height of 50-ft (approximately 280 ft MSL). The <br /> LFGTE Facility will occupy approximately 0.7 acres of leased land near the southeast corner of <br /> the 800-acre FSL site. <br /> 3.2 Land Use <br /> The vicinity surrounding FSL is used predominately for cattle grazing. The landfill vicinity is <br /> planned to remain an agricultural area. The nearest housing developments are to the north- <br /> northwest of FSL and are more than one mile from the proposed location of the LFGTE. JTD <br /> Figure 3 in Appendix C shows land use within a mile of FSL. FSL is zoned as AG-160. <br /> Landfills, and their ancillary facilities, are compatible with the AG-160 zoning category as a <br /> major impact service. <br /> 3.3 Hydrology and Water Quality <br /> Most of groundwater used in the vicinity of eastern San Joaquin County is drawn from the <br /> Arroyo Seco, Laguna, and Mehrten Formations. These regional groundwater systems are <br /> continuously being recharged by percolation of surface waters. The groundwater gradient <br /> direction is generally to the southwest. Shallower groundwater bearing zones can produce <br /> significant yield in some areas. These areas are typically located adjacent to streams where <br /> Quaternary alluvial systems deposited thin sand and gravel beds.
