A small portion of the LFGTE Facility will <br /> sheet drain southeast to the existing pond and/or the aforementioned Storm Water Discharge <br /> Monitoring Point. <br /> The Waste Discharge Requirements for FSL (California Regional Water Quality Control Board - <br /> Central Valley Region, Order No. 91-020) specify that "precipitation and drainage control <br /> systems shall be designed and constructed to accommodate the anticipated volume of <br /> precipitation and peak flows from surface runoff under 100-year, 24-hour precipitation <br /> conditions." The drainage analysis for FSL (Appendix B, Subappendix A of the Joint Technical <br /> Document) includes provisions for meeting this requirement in the post-closure condition. The <br /> post-closure condition includes an LFGTE facility and, upon review by Cornerstone, the selected <br /> runoff coefficients appear to reflect a partially impervious site. <br /> The County anticipates that refuse disposal Module 2 will become active in approximately 10 <br /> years. At that time, the existing retention area will no longer be available and FSL will need to <br /> construct and additional temporary retention basin and/or permanent detention basin in <br /> accordance with the Joint Technical Document. The small volume of runoff that could discharge <br /> directly to the Storm Water Discharge Monitoring Point in 100-year 24-hour precipitation <br /> conditions is expected to remain un-channelized. A Stormwater Drainage Map is included as <br /> Figure 4-1. <br /> In accordance with State Water Resources Control Board Requirements, Ameresco San Joaquin <br /> LLC will apply for coverage under the General Permit (GP) for Discharges of Storm Water <br /> Associated with Construction Activity (if necessary) and the GP for Discharges of Storm Water <br /> Associated with Industrial Activity.
