Rev.0,4/22/11
Project 110219
overland discharge from this existing retention area. A small portion of the LFGTE Facility will
sheet drain southeast to the existing pond and/or the aforementioned Storm Water Discharge
Monitoring Point.
The Waste Discharge Requirements for FSL (California Regional Water Quality Control Board -
Central Valley Region, Order No. 91-020) specify that "precipitation and drainage control
systems shall be designed and constructed to accommodate the anticipated volume of
precipitation and peak flows from surface runoff under 100-year, 24-hour precipitation
conditions." The drainage analysis for FSL (Appendix B, Subappendix A of the Joint Technical
Document) includes provisions for meeting this requirement in the post-closure condition. The
post-closure condition includes an LFGTE facility and, upon review by Cornerstone, the selected
runoff coefficients appear to reflect a partially impervious site.
The County anticipates that refuse disposal Module 2 will become active in approximately 10
years. At that time, the existing retention area will no longer be available and FSL will need to
construct and additional temporary retention basin and/or permanent detention basin in
accordance with the Joint Technical Document. The small volume of runoff that could discharge
directly to the Storm Water Discharge Monitoring Point in 100-year 24-hour precipitation
conditions is expected to remain un-channelized. A Stormwater Drainage Map is included as
Figure 4-1.
In accordance with State Water Resources Control Board Requirements, Ameresco San Joaquin
LLC will apply for coverage under the General Permit (GP) for Discharges of Storm Water
Associated with Construction Activity (if necessary) and the GP for Discharges of Storm Water
Associated with Industrial Activity. As required by the latter, a Storm Water Pollution
Prevention Plan(SWPPP)will be prepared for the LFGTE Facility.
X:IPR0JECTSW,4ERE$00\110219-FOOTMM LFGTE FACII-ITY\_ENGINEERING\San Jmquin Comty Site App-1 Application\FoothiH LFGTE-Project Description(&i d 4-22-11)A.
CORNERSTONE 4-4 LEWIS ENGINEERING
Environm ent el Gronp,LLC
