Rev.0,4/22/11 <br /> Project 110219 <br /> 1 INTRODUCTION <br /> 1.1 Objective <br /> Ameresco San Joaquin LLC (Ameresco) is proposing to design, build, and operate a Landfill Gas <br /> to Energy (LFGTE) Facility at the Foothill Sanitary Landfill (FSL), which is an existing Class III <br /> waste disposal and resource recovery facility located in San Joaquin County, California <br /> approximately 17 miles east of the City of Stockton. FSL is owned by San Joaquin County <br /> (County) and has been operated by Foothill Sanitary Landfill, Inc. since 1993 under an <br /> agreement with the County. Prior to that time, the site was owned and operated by Nomellini <br /> Construction. The County provides engineering, permitting, and construction of landfill <br /> infrastructure for the landfill operations. The landfill has been operational since 1965. The <br /> LFGTE Facility will be developed and operated in accordance with landfill gas (LFG) purchase <br /> and site lease agreements between Ameresco and the County. A copy of the LFG Purchase <br /> Agreement is included in Appendix A and a copy of the Site Lease Agreement is included in <br /> Appendix B. <br /> The objective of this project is to convert LFG, a waste byproduct of landfill operations, into a <br /> useful energy source. The power plant will be a co-generation and resource recovery facility <br /> producing electricity from the combustion of the LFG generated at the landfill (which was <br /> previously flared to the atmosphere without any beneficial reuse). Such beneficial reuse is <br /> supported by the U.S. Environmental Protection Agency (EPA), through its Landfall Methane <br /> Outreach Program (LMOP), and by the California Energy Commission (CEC), which has <br /> identified LFG as a renewable energy source. <br /> 1.2 Existing Use Permit and CEQA <br /> In accordance with the California Environmental Quality Act (CEQA), the San Joaquin County <br /> Planning Department (County Planning) is the CEQA lead agency for review of this proposed <br /> project because County Planning is the public agency that exercises general governmental <br /> powers and has primary responsibility for the FSL Conditional Use Permit. <br /> FSL is an existing, permitted landfall. It operates under numerous permits issued by various <br /> federal, state and local agencies including Conditional Use Permit (CUP) 3295 and 3541, which <br /> were adopted on June 24, 1965 (reviewed April 1995) and February 7, 1966, respectively, by the <br /> San Joaquin County Board of Supervisors and Planning Department. <br /> Ameresco is in the process of obtaining an Authority to Construct / Permit to Operate (PTO) <br /> from the San Joaquin Valley Unified Air Quality Management District (SJVUAQMD). The <br /> PTO also requires a finding of conformance with CEQA. In addition to the CUP and PTO, <br /> Ameresco will design, build, and operate the proposed LFGTE in compliance with the pertinent <br /> provisions of all FSL permits. <br /> Submission of this Project Description to County Planning is the first step in amending the <br /> facilities permits to incorporate the LFGTE Facility at FSL.
