This report presents data from July <br /> through December 2013. In accordance with our WDRs, groundwater monitoring continues <br /> semi-annually with groundwater elevation measured quarterly. The last monitoring report was <br /> submitted in July 2013, presenting data from January through June 2013. <br /> General parameters, minerals, and inorganic results are unremarkable. Surface and storm <br /> water samples were not collected this semester due to lack of rain. <br /> We are pleased to report that no VOCs were found in any well in this semester. However, the <br /> County continues to be concerned that installation of impermeable liner over refuse, as directed <br /> by RWQCB staff, increases the potential for future groundwater impacts. Such an impact was <br /> detected in early 2011 through early 2012, brought under control in mid-2012 by increasing LFG <br /> collection. <br /> Note that the LFG collection system was not installed until 2006 and was not needed to mitigate <br /> groundwater impact from November 2002 until 2012. Only after the placement of HDPE over <br /> refuse was it necessary to control such impact. It is unfortunate that maintaining groundwater <br /> quality is now a matter of careful LFG control, whereas this was not the case before placing the <br /> impermeable membrane over refuse. <br /> The Evapotranspiration (ET) closure cover test pad monitoring concluded this semester with the <br /> documented success of the ET cover over the "top deck" of the landfill. The report documenting <br /> this success, dated August 30, 2013 was transmitted to RWQCB staff. <br /> This report also contains the results of the Annual Facility Inspection. No areas needing repair <br /> were noted. <br />
