r— DER <br /> ,, Bright People.Right Solutiom <br /> of the ET Final Cover is more dense and uniform. There are a few small areas of limited growth, <br /> these small areas were hydroseeded in early spring 2009, resulting in new growth. Therefore, <br /> the five-year monitoring period for demonstration of the effectiveness of the ET cover began <br /> with the 2008/09 rain year. <br /> In accordance with discussions between the County and RWQCB staff, the test pad will be <br /> monitored for a minimum of five rainy seasons, beginning with and including 2008/09 and <br /> concluding with the rainy season 2012/2013. This marks the fifth consecutive season in which <br /> the success of the ET closure method at this landfill is successfully demonstrated. <br /> Sheep continue to graze the area during late spring to selectively select for perennial grasses <br /> such as purple needle grass and California brome which have deep root structure. <br /> 1.1 MAINTENANCE ITEMS <br /> The sediment tank that was damaged during the summer months of 2010 was replaced in <br /> August, 2010. Per the county's request, a flexible pipe section was added between the test pad <br /> and sediment tank in August, 2010 to allow for thermal expansion and contraction. <br /> It was discovered after the first rain event of the 2010/2011 season (October) that seepage data <br /> was not being transmitted to the data logger. The conduit pipe was excavated during the <br /> December 2010 visit. It was discovered that the communication wire from the seepage tipping <br /> bucket to the data logger had been chewed through by either vermin or insects deep inside the <br /> conduit pipe. The wire and conduit were replaced and reburied. <br /> In September 2012, the run-off dosing siphon was replaced with a tipping bucket due to leaks <br /> around the seals. That same month, since seepage appeared so low, the seepage pipe was <br /> inspected using a video camera to check for blockages or breaks. This was performed on <br /> September 14, 2012 even though the current monitoring year ended on June 30, 2012 to see if <br /> any residual seepage water had accumulated behind a blockage or possibly leaked out through <br /> breaks in the pipe.
