INTRODUCTION
General
This Second Semester and Annual 2012 Monitoring Report for the Foothill Sanitary Landfill (FSL) is
submitted in compliance with Waste Discharge Requirements (WDR) Order No. R5-2003-0020.
The FSL is located in eastern San Joaquin County at 6484 N. Waverly Road, four miles east of Linden, CA
(Figure 1). Land uses within 1,000 feet of the facility are agricultural, primarily grazing. The vicinity
receives an average of approximately 18 inches of precipitation per year.
The FSL is a single Class III Waste Management Unit on an 800-acre parcel. This Unit is comprised of Area
Module"I"(previously designated"Module `I' "),Area 1, and future Areas. Future Areas will overlap onto
other completed Areas, including Area"I"until final closure of the Unit. The size of future Areas will be
selected in accordance with the refuse disposal rate.
Waste discharged to the landfill includes commercial and household waste, construction/demolition waste,
and agricultural waste. Disposal in this semester occurred primarily over Area 1 (Figure 2).
The total capacity of the landfill is approximately 102 million cubic yards. The active life of the facility is
estimated to allow disposal at least until the year 2058,based on current disposal rates and capacities. The
estimated service life will change if disposal rates differ significantly than those predicted. The rate of
disposal during the reporting period was less than 20,000 tons per month(Table 1).
® TABLE 1
Second Semester 2012 Monthly Refuse Disposal
Foothill Sanitary Landfill
Month Refuse Disposal
(Tons)
July 17,753.60
August 18,685.40
September 16,443.20
October 18,611.40
November 18,276.60
December 18,410.90
Geology
The first water bearing zone encountered is in sandy gravel at a depth of more than 200 feet below the
ground surface. Groundwater elevations vary between approximately 38 and 61 feet MSL. Groundwater
elevations fluctuate less than one foot seasonally. The groundwater is unconfined or partially confined.
Above the water-bearing zone, the soil layers are moderately to well-cemented layers of sandstone and
siltstone with claystone and conglomerates. This soil is mostly moderately slow in permeability with
sporadic sandy layers that are well drained.
Foothill Sanitary Landfill 1 Department of Public Works/Solid Waste
2"d Semester and Annual 2012 Groundwater Monitoring County of San Joaquin—January 15,2013
