1.0 INTRODUCTION
This Well Installation Report documents the installation of five (5) tri-level soil gas
probes and eight (8) landfill gas (LFG) extraction wells at the Foothill Sanitary Landfill
(FSL) located at 6484 North Waverly Road (see Figure 1). These activities were
performed by CB&I Environmental & Infrastructure, Inc. (CB&I) and their subcontracted
driller on behalf of San Joaquin County Department of Public Works (County). The
location of the soil gas probes and LFG extraction wells are shown on Figure 2.
The 800-acre site is located eight (8) miles east of the Town of Linden and about 3-1/2
miles south of Highway 26 near the base of the Sierra Nevada foothills. The site is
generally rolling terrain with the surrounding area sloping from east to west. The landfill
property encompasses 800 acres, 674 acres of which are permitted for waste disposal.
Unlined landfill 1 (LF-1, formerly referred to as Module I) is 84 acres. Landfill 2 (LF-
2) contains lined modules. Module 1 (M-1) is 34 acres and Module 2A (M-2A) is 14
acres.
.0 SCOPE OF WORK
The scope of work consisted of constructing 5 tri-level soil gas monitoring probes and 8
LFG extraction wells. The tri-level soil gas monitoring probes were installed to determine
the extent of LFG migration from LF-1. Four (4) of the 8 LFG extraction wells were
installed in order to comply with Phase I Corrective Actions requirements of the Central
Valley Regional Water Quality Control Board (RWQCB). The County submitted an
Engineering Feasibility Study (EFS) in August 25, 2014, followed by a Revised EFS in
December 19, 2014. An Addendum to the Revised EFS was submitted in July 17, 2015.
The RWQCB approved the Addendum entailing the scope of work in a letter dated July
27, 2015. An additional 4 LFG extraction wells were installed by the County on LF-2,
Module 1, as a separate project.
3.0 WELL INSTALLATION CTIVITI
3.1 Permitting
Well installation permits were obtained from San Joaquin County Environmental Health
Department. Copies of the permits are provided in Appendix A.
3.3 Soil Gas Monitoring Probe Destruction
In April and May 2016, 4 single-level soil gas monitoring probes SG-2, SG-3, SG-6, and
SG-11 were overdrilled by Yellow Jacket Drilling (Yellow Jacket), under contract to
CB&I, to remove all material within the original boreholes. As described in the EFS,
1
