As-Built CQA Report for the Construction of Area 2A at the Foothill Sanitary Landfill
San Joaquin County,California
• findings were in agreement with AES (2015). His detailed peer review report is included in
the Appendix C.2c.
Details of interface testing configurations and the test results are discussed in Section 6.4.5
of this report.
d. Operations Layer Particle Size: The maximum particle size for the operations layer was
specified at 3/8-inch where in contact with the geomembrane and in the top foot above the
geomembrane, and at 3 inches for the upper 1 foot. During the excavation for the Area 2A
construction, the Contractor selectively stockpiled the generally sandy materials
encountered, as called for in the Specifications, and screened it through a 1-inch screen.
These materials contained clods with sizes greater than 3/8 inch. Based on field
observations, Geosyntec relaxed the maximum particle size to 1 inch. This variance is
documented in Geosyntec's Construction Memorandum#4 included in Appendix C.3.
e. Leachate Force Main Modifications: The leachate force main was modified to provide a
second "spare" line for connection to a future separate leachate storage tank. A spare force
main was installed and routed to the leachate tank farm. The layout of the as built
temporary and spare (future) leachate force main pipes is shown on the As-Built Record
Drawings in Appendix D.2.
• 1.6 SURVEYING AND PREPARATION OF RECORD DRAWINGS
As-built thicknesses of foundation soil layer, GDM,and operation soil layer were surveyed by F3. They
are included in Appendix D.2. F3 also compiled survey data for soil pore gas collection pipes,
lysimeters and LCRS piping and risers. The survey data were verified by AES' QA/QC Manager and
by Geosyntec. Additionally, GBE prepared the as built panel layouts for HDPE geomembrane and
GCL. The Construction Drawings and as-built plans are included in Appendix D and appear in the
following order:
■ Appendix D.1 -Construction Drawings,as included in the bid documents
■ Appendix D.2 -As-Built Survey Data Showing Soil Layer Thicknesses
o Cover Sheet(Signed and Certified)
o Earthwork Exhibit
o Point Over Point Exhibit(2 sheets)
o Point Over Point List(2 sheets)
o Primary LCRS Pipe
o Gas Collection, Lysimeter,Storm Drain, Electrical, Mechanical and Secondary
o Utility, Electrical, and Storm Drain Point List
• o Liner Exhibit
PA14 Projects114-101(SJCDPW North County and Foothillffoothill CQAIReportlFinal RepontToothill CQA Rport-Final.docx
7
