If such a requirement is
9 imposed, the compliance order shall not be extended
ld beyond the time that the countywide integrated waste
11 management plan for the count ire s
12 located shall have bee
13 (g) For the purposes r section, --compliance
14 order"means an order issued by an enforcement agency
15 and concurred in by the board, pursuant to subdivision
16 (b), for a solid waste facility which, on or before the
.0 17 effective date of the act adding this chapter, is not in
_ 18 compliance with the standards adopted pursuant to this
r 19 division or with the terms and conditions of solid waste
n 20 facility permit.
21 SEC. 2. This act is an urgency statute necessary for
Y
22 the immediate preservation of the public peace, health,
n 23 or safety within the meaning of Article IV of the
24 Constitution and shall go into immediate effect. The facts
25 constituting the necessity are:
26 Chapter 1095 of the Statutes of 1989 recodified
27 substantially all of the statutes relating to solid waste into
28 the Public Resources Code and prescribed a new
29 California Integrated Waste Management Board to
34 administer the new lay. That statute contained a clause
31 subordinating its repeal of provisions of Title 7.2
32 (commencing with Section 65700) of the Government
33 Code to any other act which became effective on or
© 34 before January 1, 1990. The conflicts with other
35 enactments resulted in a gap in the requirements for
36 local solid waste planning, which this act is intended to
37 correct. In order to correct those requirements at the
LO
CE 38 earliest possible time, it is necessary that this act take
39 effect immediately.
n
