t 1 11
ENVIRONMENTAL
TECHNOLOG/ES
• other contaminated soil containing contaminants at chemical-specific designated
' levels determined by Forward Landfill through leachability studies and attenuation
factor estimation, or specified by the RWQCB.
cry "
' Pathway 2 (shown in Figure 2B) applies to non-h _ ds petroleum hydrocarbon soil (Type
II) which can be treated in WMU G and other`Type I il requiring treatment that the RWQCB
and PHS may subsequently approve. Contaminate¢self may subsequently be disposed in a Class
III WMU following treatment to Class III landfill criteria.
j Pathway 3 (shown in Figure 2C) applies to the disposal of non-hazardous Type IV soil in Class
oS C II facilities.
Pathway 4 (shown in Figure 21)) applies to unacceptable contaminated soil, pending DOHS
approval of a variance and RWQCB approval on disposalltreatment at the Forward Landfill.
5.2 Package Documents for Acceptance Procedure
Under the self-implementing procedures, the documents listed below will be sent by Forward
' to all inquiring contaminated soil generators for them to characterize their soil and describe the
representative chemical hazards. The package documents (samples are shown in Appendix B)
will include:
a list of enclosures and data required from the contaminated soil generator and
' instructions for completing the forms
• the flowchart shown in Figure 2 which describes the different contaminated soil
acceptance decision pathways and procedures for contaminated soil acceptance
• a contaminated soil description form
1 • a waste characterization form.
' The contaminated soil chemical description form,in combination with the Waste Characterization
Form, will be used to determine the soil type, designation, and the appropriateness and
sufficiency of the available historical chemical data to be used in representing the chemical
' composition of the contaminated soil.
' 5.3 Evaluation of Contaminated Soil Description Form Data
Forward will conduct an evaluation of all the data submitted. In particular, Forward will closely
' evaluate the data reported on the contaminated soil description form (CSDF), submitted by the
contaminated soil generator or the generators' environmental consultant, as follows.
11
7255 Soroni Drive•Ooklond,California,USA 94611
TEL(415)339-1543-FAX(415)339-6775
