_ VENV/ROWSINTAL
TECHNOLOG/ES
1.0 INTRODUCTION
' The soil acceptance program described in this report represents both the self-implementing and
case-by-case program procedures of Forward, Inc. ("Forward") for accepting non-hazardous
chemical-contaminated soils for waste treatment, storage, and/or disposal at the Forward Landfill
facility in San Joaquin County, California. This report was prepared in response to an April 28,
1990 letter from the Public Health Services ("PHS") of San Joaquin County requesting additional
woperating procedures for the processing of contaminated soil at the Forward Landfill.
' PHS convened a meeting on June 12, 1990 with the following in attendance: Central Valley
Regional Water Quality Control Board ("RWQCB"), California Integrated Waste Management
Board ("CIWMB"), California State Department of Health Services ("DOHS"), Forward, and
' their consultants, Moju Environmental Technologies ("Moju E.T."). At the meeting, a
conceptual procedure was presented for acceptance of contaminated soil at the Forward Landfill.
The program presented in this report is based on the conceptual soil acceptance program
presented at the June 12, 1990 meeting.
This updated soil acceptance program conforms to the current Waste Discharge Requirements
Order No.: 89-148 ("the WDR") for the landfill, issued by the RWQCB, the waste permit issued
by the CIWMB, and Title 22 regulations. The updated program primarily uses the historical
chemical data (if considered sufficient) concerning the contaminated soil to determine its
' classification and soil type, hence the acceptability of the contaminated soil at the various Waste
Management Units ("WMUs") in the landfill for treatment, storage and disposal. Indicator fish
bioassays and, where applicable, biotreatability test data may also be considered to determine the
acceptability of contaminated soils at the Forward Landfill.
This report is organized into the following sections:
' • Section 2.0 provides the background data about the landfill site, including the
WMUS.
• Section 3.0 classifies soil into four eligible s and describes the two s of
g types type
acceptance programs for the landfill, and classifications of contaminated soil that
may be accepted at the landfill and their respective receiving WMUs.
• Section 4.0 describes both the regulatory agencies' and Forward's requirements
for soil acceptance at the landfill.
' • Section 5.0 describes acceptance procedures for the self-implementing program,
including various soil acceptance pathways, available historical soil chemical data,
evaluation of the chemical composition of contaminated soils, and soil acceptance
decision procedures.
1 1
' 7255 Soroni Drive•Ookland,California,USA 94611
TEL(415)339-1543-FAX(415)339-6775
