Prior to passage of the ACT, data on waste <br /> diversion were not being collected. Diversion information <br /> currently being collected by the County for purposes of the <br /> ACT comes from programs provided by the County and Cities, by <br /> refuse collection companies, by local recyclers, and by WTE <br /> companies. <br /> There are many forms of diversion not being quantified at this <br /> time, including the recycling of corrugated cardboard by <br /> grocery chains, and the recycling of auto bodies by the scrap <br /> metal industry. Therefore, the waste generation figure <br /> calculated in this section could be considered understated. <br /> Waste generation numbers vary widely depending upon what <br /> diversion programs, if any, are included in the calculation. <br />
