I. INTRODUCTION <br /> This report. provides 1991 waste quantity information for the <br /> incorporated and unincorporated areas of San Joaquin County <br /> (County) . The report contains disposal information for the <br /> following solid waste disposal facilities: <br /> - Harney Lane Sanitary Landfill (Harney Lane SL) <br /> - North County Recycling Center & Sanitary Landfill <br /> (NCRCSL) <br /> - Lovelace Transfer Station (Lovelace TS) <br /> - Foothill Sanitary Landfill (Foothill SL) <br /> - Corral Hollow Sanitary Landfill (Corral Hollow SL) <br /> - Austin Road Sanitary Landfill (Austin Road SL) <br /> - French Camp Sanitary Landfill (French Camp SL) <br /> - Forward Incorporated Sanitary Landfill (Forward Inc.SL) <br /> The Cities of Tracy, Manteca, Ripon and Lodi have entered into <br /> agreements with the County that allow them to use County <br /> disposal sites. The City of Lathrop also uses County disposal <br /> sites but the County has no contractual obligation to provide <br /> a site to Lathrop. <br /> San Joaquin County is responsible for the administration and <br /> implementation of the County-Wide Integrated Waste Management <br /> Plan required by the Integrated Waste Management Act of 1989 <br /> (ACT) . The County Board of Supervisors has appointed the <br /> Department of Public Works to be the lead agency in preparing <br /> and implementing the Plan. The Department's Solid Waste <br /> Division (Division) is assigned this responsibility. <br /> The County for the unincorporated area, and the Cities in the <br /> County are each responsible for achieving waste diversion <br /> goals of 25% of the waste stream going to landfills by January <br /> 1, 1995 and a 50% by January 1, 2000. <br /> To assist in the planning for the disposal needs of the <br /> County, the Division compiles annual waste quantity data on <br /> the amounts of solid waste delivered to the various disposal <br /> facilities throughout. the County. This information is also <br /> necessary for monitoring waste diversion goals. New <br /> information is included in this year's report on the source of <br /> self-haul waste by jurisdiction at County sites with diversion <br /> programs. <br /> Diversion programs at solid waste disposal sites are <br /> increasing, and information on those programs is included in <br /> this report. Some of the diverted waste is being recycled and <br /> some is going to waste- to-energy (WTE) facilities. A small <br /> percentage of the waste from the Lovelace TS was transferred <br /> to the Stanislaus WTE facility. Wood waste programs at the <br /> 1 <br />
