WASTE DISCHARGE REQUIREMENTS -17- FORWARD INCORPORATED WASTE MANAGEMENT FACILITY CLASS II LANDFILLS CLASS III LANDFILLS CLASS II SURFACE IMPOUNDMENT CLASS II LAND TREATMENT UNIT CLOSURE OF CLASS I LANDFILL SAN JOAQUIN COUNTY Notification shall include a timetable for remedial action to repair the upper liner of the impoundment or other action necessary to reduce leachate production. 34. Solids which accumulate in the surface impoundment shall be periodically removed to maintain minimum freeboard requirements and to maintain sufficient capacity for landfill and surface impoundment leachate and for the discharge of wastes. Prior to removal of these solids, sufficient samples shall be taken for their characterization and classification pursuant to Article 2 of Subchapter 15. The rationale for the sampling protocol used, the results of this sampling, and a rationale for classification of the solids shall be submitted to the Board for review. The solids may be discharged to the Class III landfill units only if the Board determines that they qualify for classification as 'nonhazardous solid waste' or 'inert waste'. Removal of solids shall not decrease the integrity of the liner. 35. Design and construction plans and specifications shall be submitted to the Board for approval before construction of any surface impoundment. LAND TREATMENT UNIT SPECIFICATIONS 36. WMU G, a land treatment unit, may be sited at any point in the area described in Attachment D. WMU G may not overlay any existing elements of a WMU. Design and construction plans shall be submitted to the Board for approval before construction of any land treatment unit. 37. As site conditions change, WMU G may be shifted to another point in the area described in Attachment D. The new location must be approved by the Board. 38. Each old location of WMU G must be closed according to Subchapter 15 before operations at the new location can begin. Closure shall include testing of the old location for the parameters described in the land treatment section of Monitoring and Reporting Program No. 89-148 plus any additional parameters required by the Board.
