MONITORING AND REPORTING PROGRAM <br />FORWARD INCORPORATED <br />WASTE MANAGEMENT FACILITY <br />CLASS II LANDFILLS <br />CLASS III LANDFILLS <br />CLASS II SURFACE IMPOUNDMENT <br />CLASS II LAND TREATMENT UNIT <br />CLOSURE OF CLASS I LANDFILL <br />SAN JOAQUIN COUNTY <br />-10- <br />EPA Methods 502.1 and 503.1, or 502.2, or Method 524.2 will be used to <br />characterize volatile organics. All peaks will be reported. Unidentified peaks <br />shall be confirmed with Method 524.2. Metals shall be analyzed and reported as <br />totals (except for chromium). <br />The Discharger shall determine at each sampling whether there is a statistically <br />significant increase over water quality protection standards for each parameter <br />and constituent analyzed. <br />Ground Water Quality Protection Standards: <br />New monitoring wells were installed at the Forward waste management facility <br />during the summer of 1987. Once four quarters of sampling data have been <br />obtained for the background wells MW -6, MW -8 and MW -12 background values for the <br />ground water indicator parameters will be calculated. Upon acceptance and/or <br />revision by the Board, these background values will be used as Water Quality <br />Protection Standards. <br />If subsequent sampling of "background" monitoring wells indicates significant <br />water quality changes due to either seasonal fluctuations or other reasons <br />unrelated to waste management activities at the site, the Discharger may request <br />modification of these water quality protection standards. <br />VADOSE ZONE MONITORING <br />The following detection monitoring program shall be implemented at the site to <br />determine compliance with the appropriate vadose zone water quality protection <br />standards. <br />Lysimeters• <br />The following lysimeters will be monitored for appropriate vadose zone indicator <br />parameters at the prescribed frequencies: <br />Lysimeter No. Comments <br />VDH-8 <br />10 <br />feet <br />below sump of Trench <br />1, WMU A <br />VDH-19 <br />8 <br />feet <br />below sump of eastern <br />most pit of WMU E <br />VDH-20 <br />8 <br />feet <br />below sump of eastern <br />most pit of WMU E <br />
