11 <br />FORWARD INCORPORATED <br />WASTE MANAGEMENT FACILITY <br />CLASS II LANDFILLS <br />CLASS III LANDFILLS <br />CLASS II SURFACE IMPOUNDMENT <br />CLASS II LAND TREATMENT UNIT <br />SAN JOAQUIN COUNTY <br />v <br />Forward Inc. operates a waste management facility on Austin Road, seven miles <br />southeast of the City of Stockton. The south fork of Littlejohns Creek traverses <br />the southern portion of the 157 -acre site. There are eight waste management <br />units (WMUs) at the facility. Inactive units include three Class III landfill <br />WMUs with interim cover and one Class I landfill (WMU A, formerly a Class II -1 <br />unit) closing under an EPA and DHS approved closure plan. This Order proposes <br />Board approval of the WMU A closure plan. <br />Closure of WMU A consists of a foundation layer which will bring existing slopes <br />up to a minimum of 3% grade, a two -foot thick clay cap, an 18 -inch thick <br />vegetative layer, and a culvert runoff collection system around the eight acre <br />unit. Material used for the foundation layer includes waste such as contaminated <br />soils with constituent concentrations below hazardous or designated levels. <br />The monitoring network around WMU A currently consists of 7 downgradient wells <br />and a lysimeter under the eastern portion of the unit. No ground water <br />contamination has been identified downgradient from WMU A. <br />The closure plan was proposed by the Discharger as an engineered alternative to <br />the siting criteria for a Class I landfill contained in Subchapter 15. Closure <br />by removal of the waste to a Class I facility such as Kettleman Hills would be <br />unreasonably and unnecessarily burdensome and would cost substantially more than <br />the proposed alternative (closure in. -place) which meets the criteria of Section <br />2510(b). <br />Active WMUs at the facility include one Class III landfill, one interim Class <br />II surface impoundment for landfill leachate constructed to Subchapter 15 <br />standards, and one Class II land treatment unit for petroleum contaminated soils. <br />A Class II landfill dedicated to coal ash disposal is also operated at the <br />facility. <br />The active and proposed Class III landfill units are lined with 4 feet of <br />compacted clay. These units are designed so that a portion of their acreage is <br />isolated from acidic landfill leachate. This allows for disposal of waste such <br />as contaminated soil which is not a 'designated waste' based on results of a <br />Waste Extraction Test using deionized water rather than the standard citrate <br />buffer. <br />SER:sg <br />
