PARTIAL FINAL CLOSURE PLAN, WMU B 3.1 Post -Closure Land Uses Title 27, CCR §21790(b)(5) a description of proposed post -closure land uses; The proposed post -closure land use for the WMU B area of the landfill is non- irrigated open space. When the Use Permit for the site was approved in 1973, the zoning designation for the area was Exclusive Agriculture (EA -10). The EA -10 zoning designation allowed landfill development subject to a Use Permit. The present zoning designation is Agricultural (AG -40), which also allows landfill development as a conditionally permitted use [CH2M HILL, 1994]. The current land use for the area surrounding the site is primarily agricultural. The City of Stockton operates a municipal solid waste landfill at a site approximately 1,000 feet north of the Forward Landfill. The State of California operates the Northern California Youth Center and a women's prison about a mile north of the landfill. There are three residences within one mile of the site. The landfill, Assessor's Parcel No. 201-060-03, is designated as a Public Utility/Solid Waste Disposal Facility and is consistent with the San Joaquin County General Plan and the zoning ordinances adopted pursuant to the General Plan [CH2M HILL, 1994]. 3.2 Extent of Closure Title 27, CCR §21790(b)(6) an estimate of the maximum extent of the landfill that will ever require closure at any given time during the life of the landfill; The currently proposed extent of closure for the WMU B area is shown on Figure 3-1. A final cover will be placed over the existing and new WMU B side slopes and top deck, as well as over the neighboring D-87, D -88-N, D -88-S, and WMU C waste slopes. Class III waste has been disposed in each of these areas.
