PARTIAL FINAL CLOSURE PLAN, WMU B <br />3.1 Post -Closure Land Uses <br />Title 27, CCR §21790(b)(5) a description of proposed post -closure land uses; <br />The proposed post -closure land use for the WMU B area of the landfill is non- <br />irrigated open space. When the Use Permit for the site was approved in 1973, the <br />zoning designation for the area was Exclusive Agriculture (EA -10). The EA -10 zoning <br />designation allowed landfill development subject to a Use Permit. The present zoning <br />designation is Agricultural (AG -40), which also allows landfill development as a <br />conditionally permitted use [CH2M HILL, 1994]. <br />The current land use for the area surrounding the site is primarily agricultural. The <br />City of Stockton operates a municipal solid waste landfill at a site approximately <br />1,000 feet north of the Forward Landfill. The State of California operates the Northern <br />California Youth Center and a women's prison about a mile north of the landfill. There <br />are three residences within one mile of the site. The landfill, Assessor's Parcel <br />No. 201-060-03, is designated as a Public Utility/Solid Waste Disposal Facility and is <br />consistent with the San Joaquin County General Plan and the zoning ordinances adopted <br />pursuant to the General Plan [CH2M HILL, 1994]. <br />3.2 Extent of Closure <br />Title 27, CCR §21790(b)(6) an estimate of the maximum extent of the landfill that <br />will ever require closure at any given time during the life of the landfill; <br />The currently proposed extent of closure for the WMU B area is shown on <br />Figure 3-1. A final cover will be placed over the existing and new WMU B side slopes <br />and top deck, as well as over the neighboring D-87, D -88-N, D -88-S, and WMU C <br />waste slopes. Class III waste has been disposed in each of these areas.
