9 GeoSyntec Consultants <br />Consistent with Title 27, CCR §21090(b)(1)D, to avoid subjecting the final cover <br />to potential damage caused by waste settlement, Forward is proposing to postpone the <br />construction of the cover for 5 -years after reaching the waste disposal capacity in the <br />area of WMU B. Thus, the estimated closure start date for the WMU B area final cover <br />will be the summer of 2006. The need for a landfill gas collection system will be re- <br />evaluated by Forward during this 5 -year settlement period. If necessary, the gas <br />collection system will be incorporated into the final cover design. <br />Forward will begin implementation of the closure within thirty (30) days of the <br />completion of the 5 -year settlement period. The closure activities will be completed <br />within 180 days following the beginning of closure as per §21110 of the CCR. In the <br />event that the time frames for completion of specific activities cannot be adhered to due <br />to adverse weather or other factors not in the control of Forward, then the time frames <br />may be lengthened based upon those factors. <br />3.4 Closure Activities <br />Title 27, CCR §21790(b)(8) a preliminary description of closure activities <br />including schedules for implementation. The activities described shall include, but <br />are not limited to: <br />3.4.1 Site Security and Structure Removal <br />(A) site security and structure removal pursuant to §§21135 and 21137, <br />No structures are anticipated to be removed as part of the partial final closure. The <br />landfill is currently equipped with a locked perimeter fence, gates, locks and signs. <br />Forward will continue to provide for the security, monitoring, and maintenance of all <br />on-site structures during the closure and post -closure period in the WMU B disposal <br />area in accordance with the approved final post -closure maintenance plan. <br />3.4.2 Final Cover and Grading <br />(B) Final cover and grading pursuant to §§21140 and 21142. The description <br />shall include type of materials and estimate of the volume or amount needed <br />of each type of material.
