FORWARD, <br />EMERGENCY RESPONSE AND EVACUATION- • Y I <br />The purpose of this plan is to serve as a guide to Forward, <br />Inc. Landfill employees regarding specific actions to be taken in <br />the event of a hazardous waste spill which could pose a threat to <br />the health and safety of Landfill employees or the general public. <br />Specific procedures for all Forward, Inc. Landfill employees <br />will be covered thoroughly in at least four (4) monthly training <br />sessions per year. The training sessions will be attended by all <br />Forward, Inc. Landfill personnel. Training will be provided by the <br />Site Operations Manager, technical specialists on staff and outside <br />specialists or consultants, as required. <br />Evacuation of all on-site personnel to a safe area will be <br />accomplished in - the -event of an emergency which requires the action <br />of a response team. This includes landfill visitors, transport <br />drivers or other personnel who may be on site at the time of the <br />emergency. <br />Evacuation procedures must be obeyed by all employee <br />personnel. <br />The Site Operations Manager has selected a "Safe Area" and an <br />"Alternate Safe Area/1 to be used by landfill personnel in the event <br />of a landfill evacuation. The "Safe Area" is the east side of <br />Austin Road, across the road and northeast of the Forward, Inc., <br />Landfill main gate. The "Alternate Safe Area" is Resource <br />Recovery, south of Little John Creek. In addition, an "Off -Site <br />Safe Area" will also be selected for use in a general emergency for <br />protection of the general public. <br />The Site Operations Manager is responsible to establish <br />emergency evacuation signals to warn all personnel that an <br />emergency exists and that they must move toward the designated safe <br />area. Emergency evacuation signals will be given through employee <br />FM radios verbal command and/or gestures. The Site Manager of <br />Emergency Coordinator will act as the emergency operations center <br />which will serve as headquarters for the duration of the emergency <br />and evacuation. <br />All personnel which have been evacuated will remain in the <br />safe area until instructions to leave have been received from the <br />Site Operations Manager or Emergency Coordinator. <br />0 11-18-93 <br />
