WMU D-99 Construction September 1999
Forward Landfill Job No.986011.02
requirements of 90 percent of the laboratory maximum dry density. Results of the
moisture-density testing and modified Proctor tests are presented in Appendix E. After
the excavation/fill and subgrade foundation preparation was completed, a survey of the
subgrade was performed to verify proper line and grade. Additionally, Vector's CQA
Monitor verified the thickness of the fill by potholing in six locations. Thickness checks
of the fill material are included in Appendix E.
Prior to GCL installation on the slopes and geomembrane on the floor, Vector
and the liner installer(GSE)walked the area and an Acceptance of Surface Condition
form was signed by GSE and Vector. Signed Acceptance of Surface Condition forms are
presented in Appendix F.
4.3 Clay Liner
4.3.1 Processing of Clay Liner Materials
Vector's CQA monitor observed the processing of the clay liner material for
the base liner of WMU D-99. The clay liner consisted of the select on-site material
and imported Narco clay. The select material was placed on the mixing pad in a
0.75-foot lift. After the select material was graded to the desired thickness, the
Narco clay was placed upon the select material to a thickness of 0.25 feet. A
survey laser and a receiver on a road grader were utilized to control the thickness.
The select material and Narco clay were processed to a depth of 12 inches
utilizing a WR2500 and RS-650 mixer. Moisture was added concurrently during
the mixing process to achieve the correct moisture condition. Vector's CQA
Monitor performed moisture checks to ensure that the moisture content was 2 to 5
percent above optimum. During the processing activities, Vector's CQA Monitor
observed and documented all aspects of the procedure.
The select material, Narco clay, and the final admix clay liner soils were
tested in Vector's on-site laboratory to verify the suitability of the material as a low
permeable layer. Moisture-density relationship (ASTM D1557), Atterberg limits
(ASTM D-4318) and grain size distribution (ASTM D-422)tests were performed on
the clay liner material (including both select on-site material and Narco clay). Test
results indicated that the clay liner material met the project specifications.
