1.0 INTRODUCTION <br /> The following is the Joint Technical Document for the Forward Landfill in San Joaquin= <br /> County, California, which provides a comprehensive description of the proposed landfill <br /> expansion design and operation. <br /> A Joint Technical Document (JTD) is required by the California Integrated Waste <br /> Management Board (CIWMB), its:Local=Enforcement Agency (LEA) and the Regional Water <br /> Quality Control Board (RWQCB) to revise the landfill operating permits issued,"by-those <br /> agencies in accordance with the California Code of Regulations, Title 27 (27CCR-,). The <br /> operating permit for a non-hazardous waste facility concurred on=by the CIWMB- and <br /> issued by the LEA is a Solid Waste Facility Permit (SWFP) and for discharges of waste to <br /> land issued by the RWQCB is a Waste Discharge Requirements (WDR) permit. <br /> In addition to the JTD, prior to issuance of a revised SWFP or WDR, an owner/operator <br /> must also provide the CIWMB and 'RWQCB With A'"Preliminary'Closure and Post-Closure <br /> Maintenance Plan (PCPCMP). The objectives of the PCPCMP are to provide a reasonable <br /> estimate of the maximum expected cost to close and maintain the landfill during a 30-year <br /> post-closure period. The PCPCMP for the Forward La ndfiff".been-p repa red as astand <br /> alone, separable document but is included at the end of this JTD as Appendix L. <br /> 1.1 PURPOSE <br /> The purpose of this JTD is to present a comprehensive description of the <br /> merging of two existing landfills, Forward Landfill and Austin Road Landfill into <br /> one facility to be known as the Forward Landfill. The owner/operator, Forward <br /> Inc. (Forward), of both the existing Forward and Austin Road Landfills proposes <br /> to combine the two sites into one unified facility with a single set of operating <br /> permits. <br /> A review of long-range development and final grading plans for both facilities <br /> indicate that several benefits can be realized by combining the two facilities into <br /> one footprint and managing them as a single facility.
