6.0 CLOSURE/POST-CLOSURE MAINTENANCE COST ESTIMATE
6.1 INTRODUCTION
In order to establish the basis for the proper level of funding to close and
provide post-closure maintenance for Stage IA of the Forward Landfill in an
environmentally sound manner, a cost estimate has been prepared reflecting
the proposed closure design and post-closure maintenance procedures
presented in Sections 3 and 4 of this FPCPCMP. The estimate for closure
improvements was combined with an estimate for construction
management/quality assurance services to determine the total closure cost.
6.2 CLOSURE COST ESTIMATE
The Plan features are grouped into categories for convenience in presenting
the cost estimate. A brief description of the components included in each
category is given below. The total closure cost estimate is shown on Table 6.
6.2.1 FINAL COVER
Based on the Stage IA final grading plan, the approximate area which will
require placement of final cover is 30 acres. The proposed final cover for
Stage IA of the Forward Landfill will consist of a minimum one-foot thick
foundation layer of select soil, which has been placed as interim cover in the
Stage IA partial closure area, and a three-foot thick layer of select soil that
will comprise the upper monolithic cover layer. This category also includes
costs for clearing and grubbing and settlement/survey monument installation.
6.2.1.1 FINAL COVER CONSTRUCTION QUALITY ASSURANCE MONITORING
AND TESTING
Costs for construction quality assurance include the final cover placement
tests, inspections and reporting.
Forward Landfill PFCPCMP 6-1
Z:\PROJECTS\Allied Waste\Forward\Reference Files Prior JTD\June 05 Stage IA Partial FCPCMP\FL-sec 6.doc:6/16/2008
