r] <br />u <br />n <br />WMLI ART -03 May 2003 <br />Forward Landfill Project No. 021605.02 <br />FORWARD LANDFILL, INC. <br />Vector Engineering, Inc, provided periodic site visits for construction quality assurance <br />services during the installation of Waste Management Unit ART -03 at the Forward <br />Landfill, which began March 26, 2003 and finished April 24, 2003. As described in the <br />Contract Documents for the project, the following final construction certification report <br />was prepared by Vector and is hereby submitted to the Regional Water Quality Control <br />Board (RWQCB) as required. <br />This report was prepared in accordance with generally accepted geotechnical and <br />geosynthetic engineering practices applicable at the time the report was prepared. <br />Vector makes no other warranties, either expressed or implied, as to the professional <br />advice provided under the terms of this agreement, and as described in this report. Our <br />report consists of professional opinions and conclusions based on our testing and <br />inspection program performed during construction. <br />The purpose of this report is to inform the RWQCB that, in our professional opinion, the <br />composite liner system has been constructed and completed in general accordance <br />with the plans and specifications, the Solid Waste Facility Permit (SWFP), California <br />regulations, and 40 CFR 258, Subtitle D. During the construction, Vector conducted the <br />necessary observations and testing to verify that the installation was conducted <br />properly.
