r] u n WMLI ART -03 May 2003 Forward Landfill Project No. 021605.02 FORWARD LANDFILL, INC. Vector Engineering, Inc, provided periodic site visits for construction quality assurance services during the installation of Waste Management Unit ART -03 at the Forward Landfill, which began March 26, 2003 and finished April 24, 2003. As described in the Contract Documents for the project, the following final construction certification report was prepared by Vector and is hereby submitted to the Regional Water Quality Control Board (RWQCB) as required. This report was prepared in accordance with generally accepted geotechnical and geosynthetic engineering practices applicable at the time the report was prepared. Vector makes no other warranties, either expressed or implied, as to the professional advice provided under the terms of this agreement, and as described in this report. Our report consists of professional opinions and conclusions based on our testing and inspection program performed during construction. The purpose of this report is to inform the RWQCB that, in our professional opinion, the composite liner system has been constructed and completed in general accordance with the plans and specifications, the Solid Waste Facility Permit (SWFP), California regulations, and 40 CFR 258, Subtitle D. During the construction, Vector conducted the necessary observations and testing to verify that the installation was conducted properly.
