3. The Clay Liner Material shall be as uniform as possible, free of penetrating <br /> cracks, and having interlift boundaries completely blended. The soil shall <br /> be kneaded by multiple passes with a heavy-weight footed compactor in <br /> order to produce a soil structure having low hydraulic conductivity, and not <br /> simply achieving a relative compaction goal. The top surface shall be <br /> smooth, graded to the grades shown on the Construction Drawings, and <br /> ready to receive overlying components of the lining system. The prepared <br /> surface shall be free of major irregularities, which in the opinion of the <br /> QA/QC CONSULTANT, may damage the overlying geomembrane. <br /> 4. The EARTHWORK CONTRACTOR shall notify the OWNER at least 3 <br /> working days in advance of when the clay is completed and ready for as- <br /> built surveys. The OWNER will survey the top of the clay liner to <br /> determine that the required minimum thickness has been achieved. The <br /> survey shall be performed within two days of the clay liner being completed <br /> and in accordance with Section 01410, SURVEYS. The survey results will <br /> provide coordinates and elevations of the clay liner surface at the <br /> established 75-foot grid and delineating prominent features. The results of <br /> the survey shall be provided to the QA/QC CONSULTANT for approval <br /> prior to placing overlying materials. The QA/QC CONSULTANT shall <br /> have 2 working days to review survey results and may independently verify <br /> survey results. The time taken by the QA/QC CONSULTANT in checking <br /> and verifying the survey results will be considered included in the total <br /> calendar days allotted the EARTHWORK CONTRACTOR before <br /> liquidated damages are assessed. <br /> B. After completion of excavation in the base, and prior to clay liner construction, <br /> proof-roll the excavation surface with a loaded dump truck or similar heavy- <br /> wheeled vehicle to detect soft or loose zones. Notify the QA/QC CONSULTANT <br /> prior to commencement of proof-rolling. If soft or loose zones are found, <br /> excavate the soft or loose material to a depth accepted by the QA/QC <br /> CONSULTANT, then fill and compact with Clay Liner Material. <br /> C. Clay Liner Compaction: <br /> 1. Start after the successful completion of the clay liner subgrade. <br /> 2. Soil shall be spread evenly over the prepared subgrade with a thickness as <br /> required to achieve a 6-inch compacted lift, with a maximum 8-inch loose <br /> lift. <br /> 3. The minimum final thickness of the clay liner shall be as shown on the <br /> Construction Drawings. <br /> 4. Moisture conditioning shall be uniform throughout each lift. Use tilling, <br /> discing, or other options to thoroughly mix soil and water. If underlying <br /> lifts are allowed to dry out, they shall be reconditioned and recompacted <br /> prior to placement of new liner material. <br /> 5. The clay liner shall be compacted in-place to a minimum dry density of <br /> 90 percent relative compaction at a water content of 3 to 8 percent greater <br /> than the optimum water content as measured by ASTM D1557. <br /> FORWARD LANDFILL 02300 <br /> 14 EARTHWORK <br />
