r <br /> P CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> 3443 Routier Road, Suite A,Sacramento,California 95827[or Fresno or Redding addresses] <br /> PUBLIC HEARING <br /> concerning <br /> WASTE DISCHARGE REQUIREMENTS <br /> for <br /> DISCHARGE OF TREATED GROUNDWATER <br /> FORWARD LANDFILL <br /> FORWARD INC. AND ALLIED WASTE INDUSTRIES <br /> SAN JOAQUIN COUNTY <br /> Forward Landfill operates a groundwater extraction and treatment system as part of a clean-up at <br /> Austin Road Unit 1 (Former Austin Road Landfill). This system is part of a Corrective Action <br /> Program prescribed by Waste Discharge Requirements Order No. R5-2002-0121. The treatment <br /> system removes volatile organic compounds from contaminated groundwater and the treated <br /> water will be discharged into an infiltration pond north of the landfill. This discharge to the <br /> infiltration pond is a part of a plan to improve capture of contaminated groundwater. These new <br /> Waste Discharge Requirements will regulate the operations of the treatment facility and <br /> infiltration pond, and require monitoring of those systems. <br /> An informal public hearing concerning this matter will be held during the Regional Board <br /> meeting which is scheduled for: <br /> DATE: 24/25 April 2003 <br /> TIME: 8:30 AM <br /> PLACE: 3443 Routier Road <br /> Sacramento CA <br /> Persons wishing to comment on this noticed informal hearing item must submit such <br /> comments in writing to the Regional Board no later than 31 March 2003. Written <br /> comments submitted after 31 March 2003 will not be accepted and will not be <br /> incorporated into the administrative record if doing so would prejudice any party. <br /> All interested persons may speak at the Board meeting, and are expected to orally summarize <br /> their written submittals. Oral testimony will be limited in time by the Board Chair. <br /> An objection by a party, either in writing or at the time of the hearing, to the decision to hold <br /> an informal hearing shall be resolved by the Board Chair before going ahead under the <br /> informal procedure. Failure to make a timely objection to the use of informal hearing <br /> procedures before those procedures are used will constitute consent to an informal hearing. <br /> Anyone having questions on the discharge of treated groundwater at Forward Landfill should <br /> contact Ross Atkinson at (916) 255-3814.
