(CASE NO. <br />We have reviewed the First Quarter 2004 Report, Forward Landfill submitted on 30 April 2004. The <br />enclosed Monitoring Report Compliance Checklist summarizes our comments on the report. <br />At the Austin unit, corrective actions for VOC contamination in groundwater were recently upgraded <br />with improvements to the gas extraction system and installation of an infiltration pond for treated <br />groundwater. Recent monitoring indicates that the dominant groundwater flow directions have <br />changed from northeasterly to northwesterly. Likely this is due to the groundwater mound developed <br />under the infiltration pond and possibly changes in agricultural pumping at the Burlington Northern <br />Intermodal Facility (located northeast of the Austin unit). If northeasterly groundwater flow patterns <br />persist the monitoring system must be changed to monitor the northeast side of the site. Forward Inc. <br />should submit a report by 13 August 2004 assessing the likely affect of changing flow directions with <br />a plan to effectively monitor the lateral and vertical extent of contamination. <br />If you have any questions please call me at (916) 464-4614. <br />Ross D.
