The <br />report presents design drawings, engineering calculations, specifications, clay acceptance program and <br />construction quality assurance procedures for new waste management unit (WMIJ) for solid waste, <br />WMU FU -04. WMU FU -04 consists of northeast, central, and northwest portions that will be <br />constructed sequentially. Staff may approve individual portions for waste discharge after review of a <br />complete CQA report. The design report addresses the following issues: <br />1. Design of WMU FU -04 where the central portion will receive Class II solid waste, and the <br />northeast and northwest portions will receive Class III solid waste constructed over the old <br />Austin Road waste cell. The design includes base and final grades, liners, and leachate <br />collection and removal systems; <br />2. WMU FU -04 is designed to control inundation, washout, erosion, and slope failure resulting <br />from flooding caused by a 24-hour, 1,000 year storm; <br />3. Seismic hazard analysis indicates that the Forward Landfill site is not located within 200 feet of <br />a Holocene fault and complies with the regulatory provisions regarding active faults; <br />4. Slope stability calculations to demonstrate that the design for WMU FU -04 will withstand the <br />Maximum Credible Earthquake without damaging the liners or the leachate or surface drainage <br />control systems; <br />5. The central portion has a design similar to adjacent WMU FU -03 and to other Class H units <br />constructed at Forward over the previous 3 years; <br />6. The northeast portion will be constructed over the existing interim cover of Austin Road <br />WMU. The design incorporates the existing 1 -ft thick clay layer and vegetative layer as its low <br />permeability component and adds a leachate collection and removal system (LCRS) and an <br />operations layer; and <br />7. WMU FU -04 will have a base liner, side slope liners and LCRS designed to conform to the <br />requirements of Title 27, Subtitle D and the facility Waste Discharge Requirements. <br />The central portion of WMU FU -04 liner consists of a 2 -ft. of compacted clay, overlain with a 60 -mil, <br />HDPE geomembrane, and 1 -ft of gravel LCRS on the base..
