The report documents construction and CQA procedures for the western <br />one third of new Class II Waste Management Unit ( FU -04. <br />The base liner for FU -04 -consists of from bottom to top: a prepared subgrade, a minimum 2 -foot <br />compacted clay liner, 60 -mil HDPE geomembrane, a minimum 1 -foot of granular drainage layer, 8- <br />oz/yd2 filter fabric, and minimum 1 -foot operations layer; and the side slope liner consists of: a <br />prepared subgrade, a Geosynethetic clay liner (GCL), a geocomposite drainage material and a <br />minimum 1 -foot operations layer (constructed in 10 -foot lifts as the unit fills). Where the unit is <br />constructed over the capped Austin Road Landfill the liner consists of 5 -feet of engineered fill, GCL, <br />60 -mil HDPE, a geocomposite drainage layer and a minimum 1 -foot thick operations layer (to be <br />placed as needed during operations). The report addresses: preparation of the subgrade; construction <br />of a compacted clay liner; installation of Geosynethetic clay liner on side slopes; placing HDPE <br />geomembrane to forma composite base liner; constructing a LCRS of geocomposite drainage net on <br />the side slopes and gravel drainage blanket on the base; constructing LCRS sumps; and placing the soil <br />operations layer. <br />Vector Engineering conducted the CQA observations and testing during construction of the waste <br />management unit. Vector states that the composite liner system has been constructed in accordance <br />with the plans and specifications with approved clarifications and modifications, Title 27 and <br />Construction Quality Assurance Manual WMU FU -04. Based on the CQA report, on supporting test <br />results and design documents the western one third of the central portion of WMU FU -04 is approved <br />for waste discharge operations in accordance with the facility's waste discharge requirements. <br />Staff understands that completion of the eastern two thirds of the central portion of WMU FU -04 has <br />been held up due to limited availability of gravel drainage material. The remaining area of WMU FU - <br />04 is projected to be complete in mid-August with a revised CQA report to be submitted shortly after <br />California Environmental Protection Agency <br />ca Recycled Paper <br />
