The report documents construction and CQA procedures for the Central Portion of a
new Class II Waste Management Unit (WMU) FU -04. Previous reports documented construction and
CQA procedures for Northeast portion WMU FU -04 and the western area of the Central Portion of
FU -04. The Northeast Portion and western area of the Central Portion of WMU FU -04 were approved
for waste discharge on 24 June and 4 August 2004 respectively.
The base liner for FU -04 consists of from bottom to top: a prepared subgrade, a minimum 2 -foot
compacted clay liner, 60 -mil HDPE geomembrane, a minimum 1 -foot of granular drainage layer, 8-
oz/yd2 filter fabric, and minimum 1 -foot operations layer; and the side slope liner consists of: a
prepared subgrade, a Geosynethetic clay liner (GCL), a geocomposite drainage material and a
minimum 1 -foot operations layer (constructed in 10 -foot lifts as the unit fills). Where the unit is
constructed over the capped Austin Road Landfill the liner consists of 5 -feet of engineered fill, GCL,
60 -mil HDPE, a geocomposite drainage layer and a minimum 1 -foot thick operations layer (to be
placed as needed during operations). The report addresses: preparation of the subgrade; construction
of a compacted clay liner; installation of Geosynethetic clay liner on side slopes; placing HDPE
geomembrane to form a composite base -liner; constructing a LCRS of geocomposite drainage net on
the side slopes and gravel drainage blanket on the base; constructing LCRS sumps; and placing the soil
operations layer.
Vector Engineering conducted the CQA observations and testing during construction of the waste
management unit. Vector states that the composite liner system has been constructed in accordance
with the plans and specifications with approved clarifications and modifications, Title 27 and
Construction Quality Assurance Manual WMU FU -04. Based on the CQA report, on supporting test
results and design documents the Central Portion of WMU FU -04 is approved for waste discharge
operations in accordance with the facility's waste discharge requirements.
California Environmental Protection AZency
ca Recycled Paper
