San Joaquin County Environmental I a h Division State 18 -Month Inspection Report <br />Forward Landfill <br />SWIS #39 -AA -0015 <br />deep interval, 50.0 % methane by volume at the intermediate interval and 49.0 % methane by volume at the shallow <br />interval. <br />CIWMB staff understands that the operator has until April 20, 2005, to resolve the landfill gas violation at Forward <br />Landfill per amended Notice and Order issued on May 10, 2004. It is recommended that the local enforcement agency <br />and the operator continue their close working relationship to resolve the landfill gas issue. <br />AREAS OF CONCERN: <br />A. There were no areas of concern of Division 30, Public Resources Code. <br />B. The inspection identified the following two areas of concern of Title 27, CCR, Division 2, Subdivision 1, Consolidated <br />Regulations for Treatment, Storage, Processing, or Disposal of Solid Waste: <br />1. Section 20820 — Drainage and Erosion Control. Landfill drainage systems are required, in part, to be designed to <br />prevent erosion and the exposure of waste. Along the east -facing slope to the left of the active face the slope was <br />excessively steep (see Figure 1). <br />Figure 1. Excessively steep slope to the left of the active face. <br />No erosion was observed during the inspection; however, any rain that occurs in this area may cause the cover <br />material to erode. Erosion in this area may lead to the exposure of waste. It is recommended that the local <br />enforcement agency instruct the operator to regrade this slope to prevent erosion in this area. <br />2. Section 20650 — Grading of Fill Surfaces. This standard requires, in part, that covered surfaces of the disposal area <br />must be graded to promote lateral runoff of precipitation and to prevent ponding. <br />During the inspection it was observed that the alternative daily cover, northeast of the Asbestos Containing Waste <br />Unit, was unevenly graded. It is recommended that the local enforcement agency instruct the operator to grade the <br />daily cover in a manner to prevent ponding after the cover material has been applied and compacted. <br />Page 2 of 3 /� Inspector <br />
