1.0 INTRODUCTION <br />1.1 PROJECT BACKGROUND <br />Bryan A. Stirrat & Associates (BAS) has been retained by Allied Waste Industries (Allied) to <br />prepare a Work Plan to remediate landfill gas (LFG) migration along the Forward Landfill's <br />western property boundary. This Work Plan also includes an evaluation of the effectiveness <br />of the proposed remediation approach. <br />C <br />Fl� <br />In 2003, Title 27 perimeter gas monitoring probes were installed around the boundary of <br />Forward Landfill. Two of the probes installed, GP -8 and GP -9, are located in the western <br />boundary of the southern portion of the site, see Figure 1. LFG system improvements have <br />been installed in various phases within WMU D-00, D-01, and D-02, which are waste cells <br />directly east of probes GP -8 and GP -9. With over 40 vertical LFG extraction wells installed <br />in these cells, readings taken from GP -8 and GP -9 were exceeding regulatory limits. Ten <br />additional gas extraction wells were installed in native soil along the western perimeter <br />boundary, outside the lined limits of the existing cells, to bring the site into compliance. <br />The LFG extraction wells installed furthest to the south have successfully reduced the levels <br />of methane below regulatory limits in GP -8. However, high levels of methane are still being <br />encountered in probe GP -9. <br />On the eastern portion of the site, WMU A, B, and C are unlined cells that pre -date subtitle <br />D regulations. In 1987 an intermediate liner system was installed over portions of WMU C <br />and the western face of WMU B to segregate waste from cells D-87, D-88, and D-89. <br />Eighteen gas extraction wells have been installed in WMU B, but no gas extraction system <br />improvements have been installed below the intermediate liner. As such, BAS believes gas <br />is being produced from this area and migration is occurring to the west below WMU D-00, <br />D-01, and D-02. <br />The Forward Landfill in San Joaquin County, California, is an existing waste disposal and <br />resource recovery facility. The landfill and transfer station/resource recovery facility were <br />permitted in 1973. The landfill is owned and operated by Forward, Incorporated, a <br />subsidiary of Allied Waste Industries. In September 2000, Forward Incorporated purchased <br />the Austin Road Landfill from the City of Stockton and has combined the two landfills into <br />one. The former Austin Road Sanitary Landfill, which is comprised of the most northerly <br />portion of the landfill, was originally opened in 1954 and has operated continuously until its <br />recent closure in 2002. <br />The Forward Landfill is located at 9999 South Austin Road in Manteca, California at <br />approximately Latitude 37 52' 94" and Longitude 121 52' 59". The site is located in <br />Section 3 of Township 1 S, Range 7E, Mount Diablo Baseline and Meridian (MDB&M) and <br />Section 34 of Township 1 N, Range 7E MDB&.
