The report documents construction and CQA procedures for <br /> the northern upper portion of new Class H Waste Management Unit(WMU)FU-04. <br /> The Northern Upper Portion of WMU FU-04 is approximately 6.8 acres on the south side slope and top <br /> deck of old Austin Road Landfill. The liner for side slopes consists of from bottom to top: a prepared <br /> sub-grade, a GCL, 60-mil HDPE geomembrane, geoco posite drainage material, and minimum 1-foot <br /> operations layer(constructed in 10-foot lifts as the unit fills). The liner for the reinforced bench consists <br /> of from bottom to top: a prepared sub-grade and geo d, a 60-mil double textured HDPE geomembrane, <br /> 12-oz cushion geotextile, minimum 6-inch granular drainage layer, 8-oz filter geotextile, minimum 6- <br /> inch earth-fill layer, GCL, 60-mil single-sided texture HDPE geomembrane, geocomposite drainage <br /> layer, and minimum 1-foot thick protective operations layer(constructed during operations). <br /> Vector Engineering conducted the CQA observations and testing during construction of the waste <br /> management unit. Vector states that the composite liner system has been constructed in accordance with <br /> the plans and specifications with approved clarifications and modifications, Title 27 and Construction <br /> Quality Assurance Manual WMU FU-04. Based on the CQA report, on supporting test results and <br /> design documents the Northern Upper Portion of WMU FU-04 is approved for waste discharge <br /> operations in accordance with the facility's waste discharge requirements. <br /> If you have any questions, please call me at (916)464-4614. <br /> ROSS D.
