(CASE NO. 2209)
We have reviewed the Fourth Quarter 2004 and Annual Report, Forward Landfill submitted on 31
,January 2005. The enclosed Monitoring Report Compliance Checklist summarizes our comments on
the report. The report is complete.
Low levels of VOCs likely from landfill gas continue to be detected in Forward monitor wells MW-10,
14, and—21. Forward's ongoing efforts to control and remove landfill gas are appropriate.
The old Austin Road unit was capped and improvements to groundwater remediation system were
made in 2002. In several wells VOC and inorganic constituents are beginning to stabilize and in some
cases decrease. Future quarterly monitoring reports should include a well-by-well comparison of
selected concentrations prior to and after implementation of corrective action. VOC concentrations in
AMW-1 continue to increase and the area monitored by AMW-1 is outside the area of influence of the
extraction wells. The annual 2005 Corrective Action Evaluation Report (due in July) should consider
if additional extraction and monitor wells for the north-west side of the Austin Road unit are needed.
If you have any questions please call me at (916) 464-4614.
h
Ross D.
