ENV1F,0NMF14'[ HEt LL1 , <br /> 1145 West Charger Way PEPW1T/SE1NOES <br /> Stockton, CA 95206 <br /> NOTICE OF VIOLATION-LEACHATE SEEPS IN AUSTIN ROAD UNIT, FORWARD <br /> LANDFILL, SAN JOAQUIN COUNTY <br /> On 24 February 2005 San Joaquin County and Forward Landfill reported that leachate seeps had <br /> developed in the north side-slope of the unlined Austin Road unit. Central Valley Regional Water <br /> Quality Control Board staff inspected the landfill on 25 February and documented the seeps and <br /> mitigation efforts in the attached Inspection Report. As noted in the inspection report leachate <br /> discharged to the surface through the landfill cover; flowed down the side slope and across a road; and <br /> collected in an unlined ditch north of the perimeter road. Forward acted proactively to remove the <br /> collected leachate for discharge to the lined leachate collection pond. Staff has the following comments: <br /> 1. Release of leachate is a violation of Waste Discharge Requirements Order No. R5-2003-0049, <br /> Prohibitions A.2. and A.5. <br /> 2. Forward acted appropriately in collecting the leachate and discharging it to the lined leachate <br /> collection pond. <br /> 3. Leachate continues to daylight through the landfill cover, drain down slope and across the road. <br /> Likely this will continue for some time after the rains stop and it will be necessary to collect and <br /> control leachate for some time. Until the leachate is otherwise intercepted and controlled <br /> Forward must continue to remove leachate from the ditch as necessary. In the short term, <br /> Forward should submit a plan to intercept and remove leachate before it leaves the landfill <br /> footprint and implement it forthwith. In the longer term, Forward should submit a plan to <br /> prevent storm water from infiltrating the Austin Road landfill cover. <br /> 4. At one point storm flow combined with releases from the upstream reservoir exceeded the design <br /> capacity of Littlejohns Creek causing the creek to overflow it's bank adjacent to the west side of <br /> the Austin Road cell. Water levels reached a depth of 3 feet above the ground surface along parts <br /> of the landfill side slope. Likely this event contributed to the leachate release.
