Manteca, San Joaquin County <br /> CONTACT(S): Kevin Basso and James Moore <br /> INSPECTION DATE: 25 February 2005 <br /> INSPECTED BY: Ross Atkinson <br /> ACCOMPANIED BY: James Moore, Lochlin Caffey, Curt Fujii and Ruben Ramirez <br /> SUMMARY: Follow up on a 24 February report from San Joaquin County and Forward Landfill that <br /> leachate was seeping from the north side slope at the Austin Road unit and collecting in a ditch. Multiple <br /> leachate seeps have developed along a line approximately 15 feet above ground surface on the west half of <br /> the north side-slope of the Austin Road unit. Leachate runs across the north road and collects in a storm- <br /> water ditch north of the road. The ditch is blocked at both ends and there is no evidence that leachate <br /> drained to the storm water collection system or to surface water. When discovered water in the ditch was <br /> black from leachate, Forward pumped the leachate out for discharge to the leachate collection pond. <br /> Shallow groundwater is now draining into the ditch at a rate that exceeds the pumping rate. <br /> On the northwest side of the Austin Road unit high water in adjacent Littlejohns Creek overflowed its <br /> bank and for a time surface water was in contact with the foot of the landfill to a height of 3 feet. Water <br /> levels in the creek are well down now and the incident was caused by combined high rainfall event and <br /> increased releases from the upstream reservoir. <br /> Landfill operations are ongoing at FIJ-04, the cell is filling fast, they expect cell to be full by summer. <br /> They are working on a design report for FU-05 and should have it to me in early March. <br /> Approved: <br />
