LANDFILL <br /> Dear Mr. McClellon: <br /> The following is in response to your letter of January 28, 2003 requesting a finding of <br /> conformance be made concerning with the Countywide Integrated Waste Management Plan <br /> (CIWMP) in accordance with Public Resource Code 50000-50002. <br /> The CIWMP contains a Siting Element which determines where future solid waste disposal sites <br /> may be located, the criteria to be followed in locating such future sites, a description of existing <br /> and proposed facilities, a calculation of the remaining disposal capacity of existing sites, and a <br /> requirement that fifteen years of disposal capacity exist for the entire County. The Siting Element <br /> was approved by all of the Cities and the County following public hearings held by each entity, <br /> and the California Integrated Waste Management Board. <br /> The Solid Waste Division, the agency responsible for maintaining the CIWMP, has reviewed the <br /> proposed consolidation of the Austin Road Landfill and the Forward, Inc. Landfill to determine if <br /> the consolidation is consistent with the CIWMP. The following determinations were made: <br /> • The existing Forward Landfill is consistent with the CIWMP. <br /> • The Austin Road Landfill and its expansion to a larger footprint is consistent with the <br /> CIWMP. <br /> • The combination of the two landfills will not result in total increased traffic flows, or in the <br /> weekly average of waste quantities currently permitted for the two separate sites. <br /> • The combination of the two sites will not decrease the amount of disposal capacity <br /> available in San Joaquin County below the fifteen year requirement. The following chart <br /> shows the total disposal capacity available at all sites within the County, compared with <br /> the disposal capacity available with County owned sites. <br />
