The reports retest results for inorganic <br /> constituents in groundwater that exceeded concentration limits for the Fourth Quarter 2004 and First <br /> Quarter 2005 monitoring events. In several cases retest samples confirmed that inorganic constituents in <br /> groundwater exceed concentration limits. The reports point out that water levels in the surrounding area <br /> have dropped 70 feet in the previous 30 years resulting in a general decline in water quality due to <br /> mobilization of salts in delta sediments. <br /> Staff tentatively agrees that the likely cause of observed increases in inorganic constituents is <br /> mobilization of natural salts and is not evidence of a leachate release from the landfill. Rather than <br /> continuing to submit quarterly no release demonstrations Forward should complete an investigation to <br /> establish the causes of increased inorganic concentrations and propose revised intrawell concentration <br /> limits. <br /> If you have any questions, please call me at(916)464-4614. <br /> ROSS D.
