The Forward <br /> Landfill was placed on the Inventory for repeat violations of Title 27, California Code of <br /> Regulations(CCR), Section 20919.5—Explosive Gas Control. <br /> On November 1, 2005,the Forward Landfill was again listed on the Inventory for repeat <br /> violations of Title 27, CCR, Section 21600—Report of Disposal Site Information. <br /> Pursuant to Public Resources Code 44104,the Inventory is a list of solid waste facilities in the <br /> State of California that are violating the state minimum standards for solid waste handling and <br /> disposal. State minimum standards regulate the design and operation of solid waste facilities in <br /> order to protect public health and the environment. Regulations promulgated in 2003 require <br /> CIWMB to notify local governments when a facility,in the local jurisdiction,is placed on or <br /> removed from the Inventory. (See Title 14,California Code of Regulations, Sections 18360— <br /> 18368.) <br /> Solid waste facilities are placed on the 1nyLntoM after chronic violation(s)of state minimum <br /> standards occur. The San Joaquin County Environmental Health Department, acting as the local <br /> enfcr-1--ment agency(LEA),is certified by the State to inspect and enforce state standards at solid <br /> waste facilities.
