The Forward Landfill was placed on the Inventory for repeat violations of Title 27, California Code of Regulations(CCR), Section 20919.5—Explosive Gas Control. On November 1, 2005,the Forward Landfill was again listed on the Inventory for repeat violations of Title 27, CCR, Section 21600—Report of Disposal Site Information. Pursuant to Public Resources Code 44104,the Inventory is a list of solid waste facilities in the State of California that are violating the state minimum standards for solid waste handling and disposal. State minimum standards regulate the design and operation of solid waste facilities in order to protect public health and the environment. Regulations promulgated in 2003 require CIWMB to notify local governments when a facility,in the local jurisdiction,is placed on or removed from the Inventory. (See Title 14,California Code of Regulations, Sections 18360— 18368.) Solid waste facilities are placed on the 1nyLntoM after chronic violation(s)of state minimum standards occur. The San Joaquin County Environmental Health Department, acting as the local enfcr-1--ment agency(LEA),is certified by the State to inspect and enforce state standards at solid waste facilities.
