MONITORING AND REPORTING PROGRAM NO.R5-2003-0080 -)- <br /> DISCHARGE OF TREATED GROUNDWATER <br /> FORWARD LANDFILL <br /> SAN JOAQUIN COUNTY <br /> 2. Monitoring Points <br /> The monitoring points are influent and effluent sampling ports respectively. <br /> 3. Point of Compliance <br /> The point of compliance is the effluent monitoring port. <br /> 4. Compliance Period <br /> The compliance period is any period during which the treatment plant is operating and <br /> discharging treated water. <br /> If the Discharger finds that the concentration of one or more Constituents of Concern <br /> have exceeded the approved Concentration Limit(s),the Discharger shall cease discharge <br /> and perform whatever repairs and/or maintenance to the treatment system that may <br /> necessary to prevent further releases. <br /> REPORTING <br /> The Discharger shall report field and laboratory test results in quarterly monitoring reports. The <br /> Discharger shall submit the quarterly monitoring reports to the Board by 30th of the month after <br /> the end of the quarter, ie. lst Quarter by 30 April,2nd Quarter by 30 July, 3rd Quarter by <br /> 30 October and 4th Quarter by 30 January. The Discharger shall arrange the data in tabular <br /> form so that the date, the constituents,the concentrations, and the units are readily discernible. A <br /> discussion of the monitoring results shall precede the tabular summaries. <br /> As required by the California Business and Professions Code Sections 6735, 7835, and 7835.1, <br /> all reports shall be prepared by a registered professional engineer or geologist(or their <br /> subordinate) and signed by the registered professional. <br /> Each quarterly report is to include the following information: <br /> (a) a discussion of the monitoring results and compliance with this MRP and the VWDRs; <br /> (b) tabulated cumulative monitoring wastewater analytical data,and monthly average <br /> wastewater discharge rate in gallons per day; and <br /> (c) a copy of the laboratory analytical reports and chain of custody. <br /> The results of any monitoring done more frequently than required at the locations specified in the <br /> MRP shall also be reported to the Board. <br />
