Webster Avenue, Third Floor <br /> Stockton, California 95202-2708 <br /> Subject: Progress Report for Notice and Order No. 03-01 <br /> Forward Landfill, Facility Number 39-AA-0015 <br /> Dear Ms. Heran: <br /> The letter is response to the Notice and Order issued October 3, 2003 by the San Joaquin County <br /> Environmental Health Department to the Forward Landfill located at 9999 S. Austin Road, <br /> Manteca, California. The following is a Progress Report on the status of the landfill gas (LFG) <br /> system expansion, the concentration of LFG in each of the new extraction(monitoring)wells and <br /> current compliance status. <br /> LFG System Background <br /> In 2002 the LFG extraction system and flare station were installed at the Forward <br /> Landfill (site). The LFG flare station is located at the northeast corner of the site to <br /> incinerate the extracted LFG. The flare is rated for a maximum of 2000 standard cubic <br /> feet per minute of LFG at 50 percent methane. <br /> The first phase of the LFG collection system covered the entire northern portion of the <br /> site (former Austin Road Landfill) and Waste Management Unit («'MU) "B" (southwest <br /> corner of the site) and a portion of cells WMU D-93 and D-95 (center of site) at the site. <br /> An 18-inch header pipe was routed from the flare station to the southeast corner of the <br /> site (along Austin Road) to extract LFG from WMU `B". The 18-inch header pipe was <br /> also extended along the southern boundary of WMU `B". The 18-inch header pipe was <br /> installed westerly from the flare station along the northern boundary of the site and south <br /> along a portion of the west site boundary. The intent is to construct a LFG header pipe <br /> around the entire site to provide a complete loop. <br /> Status of LFG System Expansion <br /> In response to the June 27, 2003 routine LEA inspection that noted methane gas in excess <br /> of 5 percent in gas monitoring probe GP-9 (18%), the Forward Landfill hired a consultant <br /> to prepare a LFG system expansion design, work plan and submit an Authority to <br /> Construct permit application to the San Joaquin Valley Air Pollution Control District <br /> (SJVAPCD). <br /> recycled oave, <br />
