Response to LEA Inspection, 2-24-05 <br /> April 6, 2005 <br /> Page 2 of 3 <br /> 6. The green waste feed stockpile is routinely inspected and excessive contaminants are removed <br /> prior to processing. <br /> 7. Additional intermediate cover was placed on the west slope of the old Forward Landfill on <br /> March 11, 2005, covering any exposed waste in that area. <br /> 8. The problem of leachate seeps from the old Austin Road Landfill was documented many times <br /> while this area was under the control of the City of Stockton. Due to the excessive rainfall this <br /> winter, this problem has reoccurred. We are working with our consulting engineers and the <br /> California Regional Water Quality Control Board to develop a plan for a partial final closure <br /> plan in order to construct a final cover layer over this area to prevent future occurrences. It is <br /> our intention to present a draft plan to the RWQCB early this summer and to complete the <br /> construction prior to next winter. However, we disagree with the finding that this situation is a <br /> violation of Title 27 20790, which reads "The operator shall ensure that leachate is controlled <br /> to prevent contact with the public." The leachate seeps are on the northern slope of the old <br /> Austin Road Landfill and south of the relocated Littlejohn's Creek. This area is controlled <br /> from public access by both the creek and the landfill fence. The leachate is contained from <br /> reaching the creek by a perimeter drainage channel approximately twenty feet from the toe of <br /> the landfill slope. As necessary, the leachate is removed from the drainage channel by means <br /> of a pump and transported to the onsite leachate evaporation pond for disposal. The access <br /> control and containment features are adequate to prevent the public from contact with the <br /> leachate. We request that this item be amended to an "Area of Concern"and tracked on future <br /> inspections until weather conditions allow for a temporary correction pending the completion <br /> of the partial closure. <br /> 9. The landfill staff has marked these areas of minor erosion and as soon as weather conditions <br /> allow, proper repairs will be completed. <br /> 10. In addition to placing more speed limit signs, the landfill staff has installed a relocatable speed <br /> bump system near the landfill exit in order to evaluate the durability of the speed bump <br /> components. If this system proves durable, it may be installed in additional locations as needed <br /> to control vehicle traffic. <br /> 11. The compliance schedule listed in Notice and Order 03-01 is being followed. <br /> 12. This well will be addressed as part of the partial closure plan proposed for the northern slope of <br /> the old Austin Road Landfill. <br /> 13. The landfill gas collection header around the perimeter of the landfill has been inspected and <br /> any potential areas where blockage could occur have been reported to our contractor for the <br /> landfill gas collection system and will be corrected by April 30, 2005. <br /> 14. The partial closure plan for the northern slope of the old Austin Road Landfill will also address <br /> the area on the west side of the landfill where the reconstructed creek has overflowed its bank. <br />
