San Joaquin County Environmental Heath Department State Focused Inspection Report
Forward Landfill
SWIS#39-AA-0015
2. Section 20690(b)(3)—Alternative Daily Cover(ADC)—Processed Green Material. This section states,in part,that
processed green material means any plant material that is either separated at the point of generation,or separated at a
centralized facility that employs methods to minimize contamination. Green material includes, but is not limited to,yard
trimmings, untreated wood wastes, paper products, and natural fiber products. Green material does not include treated
wood waste, mixed demolition or mixed construction debris, manure and plant waste from the food processing industry,
alone or blended with soil.
As part of the focused inspection,CIWMB staff, the local enforcement agency staff and Forward Landfill representatives
observed operations at the green/food material handling area where a sorting process,(which was described in letters
dated April 30,2004 and April 7,2005 from Forward Incorporated),is used to prepare material for use as ADC. Site
operations personnel made no attempt to discover, separate,or remove the residentially-generated food waste that was
readily visible amongst the material(See Figure 1). This practice is inconsistent with the sorting process described in the
letters provided by Forward Incorporated.
i
Figure 1. Material containing residentially-generated food waste in a plastic bag.
It was observed that site personnel emptied plastic bags of food waste found in the material back into the material
and then removed only the plastic bag. Site personnel were effective at removing film plastics from the
commingled materials(See Figure 2).
Page 4 of 6 Inspector
