Section 20690(b)(3)—Alternative Daily Cover(ADC)—Processed Green Material. This section states,in part,that <br /> processed green material means any plant material that is either separated at the point of generation,or separated at a <br /> centralized facility that employs methods to minimize contamination. Green material includes,but is not limited to,yard <br /> trimmings,untreated wood wastes,paper products,and natural fiber products. Green material does not include treated <br /> wood waste,mixed demolition or mixed construction debris,manure and plant waste from the food processing industry, <br /> alone or blended with soil. <br /> As part of the focused inspection,CIWMB staff,the local enforcement agency staff and Forward Landfill representatives <br /> observed operations at the green/food material handling area where a sorting process,(which was described in letters <br /> dated April 30,2004 and April 7,2005 from Forward Incorporated),is used to prepare material for use as ADC. Site <br /> operations personnel made no attempt to discover,separate,or remove the residentially-generated food waste that was <br /> readily visible amongst the material(See Figure 1). This practice is inconsistent with the sorting process described in the <br /> letters provided by Forward Incorporated. <br /> i <br /> Figure 1.
