Title 27, CCR, Section 21665(c) -Processing Report of Facility Information(RFI)
Amendments
The EA may approve and file the amendment to the RFI without revising the permit
if all of the following criteria are met:
(1) the proposed change is consistent with all applicable certified and/or adopted
CEQA documents, or has been determined by the EA that the change would not
create any adverse environmental impacts and is exempt from the requirements of
CEQA;
(2)the EA has deemed the proposed change acceptable and consistent with, but not
limited to, state minimum standards pursuant to Chapter 3 of this subdivision or
applicable minimum standards in Title 14 (commencing with section 17200), and
including financial assurances and operating liability criteria pursuant to Chapter
6 of this subdivision if applicable; and
(3)the changes do not conflict with the terms and conditions in the current SWFP.
You have also requested that the CIWMB inspection report of April 20, 2005 be revised
to remove the violation that the food waste was not removed from the green waste
destined for ADC. The EHD is not able to remove that violation because the EHD does
not have jurisdiction over the CIWMB inspection report.
If you have any questions, please contact either Michael Kith, Lead Senior REHS, at 209-
468-3444 or Robert McClellon, Supervising RENS, at 209-468-0332.
Sincerely,
Robert McClellon, Supervising REHS
San Joaquin County
Environmental Health Department
Cc: Geralda Stryker, Supervising IWMS, CIWMB
Mark de Bie, Branch Manager, CIWMB
