Charter Way <br /> Stockton,CA 95206 <br /> RE: Joint Technical Document(JTD)Amendment of August 1,2005 <br /> Dear Mr. Basso, <br /> The Environmental Health Department(EHD)has reviewed the JTD amendment and determined <br /> that the three findings listed in Title 27,California Code of Regulations, Section 21665 (c)could <br /> not be made.The proposed JTD amendments conflict with existing approvals for the facility.The <br /> EHD is forced to reject the JTD amendments. The EHD has following comments. <br /> 1. Page 4-8 states,"Permitted wastes that may be currently discharged at the exiting <br /> Austin Road Landfill are listed below. This reference to Austin Road Landfill needs to <br /> be changed. This needs to be removed. <br /> 2. Page 4-9 the third paragraph talks about Group II and Group III wastes. Provide a <br /> thorough description of Group II and Group III wastes. <br /> 3. Page 4-9 Section 4.3.1 Materials Accepted For Beneficial Reuse.The document states, <br /> "In addition to this tonnage,Forward accepts other material for beneficial uses". In <br /> addition to what tonnage. Please clarify. <br /> 4. Page 4-9 Section 4.3.1 Materials Accepted For Beneficial Reuse.The daily maximum <br /> tonnage for the facility is 8,668 tons per day. The maximum tonnage for the facility is <br /> listed in the Conditional Use Permit(CUP),the Solid Waste Facility Permit(SWPF), <br /> the California Environmental Quality Act(CEQA)document(SCH 2001052081)for <br /> the site. Tonnages accepted above 8,668 tons per day would be a violation of the CUP, <br /> SWFP, and in conflict with CEQA approvals for the facility. The facility would need <br /> to have CEQA support for the additional tonnage and the CUP and SWFP may need to <br /> be revised. <br /> 5. Page 4-10 Section 4.5 Waste Inflow Rates,this section states,"average inflow rate of <br /> approximately 3 5,8 89 tons,seven days a week."The facility is not approved to operate <br /> 7 days per week. Revise the section to adequately describe the actual conditions at the <br /> site. <br /> Page 1 of 3 <br />
